Aklan pushes P1.3B project for Boracay

ILOILO CITY—The Aklan provincial government will continue to implement a P1.35-billion reclamation project in Caticlan, jump-off point to the country’s prime tourist destination, Boracay, and on the resort island itself despite opposition from a group of business owners.

Governor Carlito Marquez said the project covering 36.82 hectares in Barangay Caticlan in Malay town and 3.18 ha in Boracay, would help Boracay’s tourism industry and the economy of the province, contrary to the belief of the Boracay Foundation Inc. (BFI) and other critics.

“It is their right to oppose although their concerns are unfounded and we believe the project will benefit the greater majority,” Marquez told the Inquirer in a phone interview on Monday.

The BFI, composed of around 200 business owners in Boracay, has issued a resolution opposing the project, citing the lack of adequate consultation on affected areas and communities, environmental concerns and fears that the development may directly compete with businesses on the island.

Marquez said the group might have been misled by “wrong information.” He said: “We will not put up businesses that will compete with Boracay. In fact, it will complement and enhance the island.”

The governor gave assurance that the project would abide by environmental laws and guidelines. He pointed out that it had already been issued permits from various government agencies.

Boracay reclamation project opposed

ILOILO CITY—A group of business owners on Boracay Island are opposing a P1.35-billion reclamation and development project of the Aklan provincial government.

The Boracay Foundation Inc. (BFI) expressed “strong opposition” to the development project for its perceived impact on businesses in Boracay and over environmental and social concerns, said a two-page BFI resolution passed on June 26 and released on Wednesday.

BFI is a group of around 200 owners of resorts, hotels, restaurants and other businesses on the popular island-resort.

The BFI said the reclamation and development project covering 36.82 hectares in Barangay Caticlan in Malay town and 3.18 ha in Boracay is being implemented despite the opposition of affected communities and the lack of a thorough consultation among the affected sectors.

Caticlan is the jump-off point to the island-resort where the jetty port and the airport are located.

The 10-year project involves the expansion and improvement of the Caticlan jetty port and the putting up of adjacent commercial buildings including hotels, wellness centers and office space for resorts, travel agencies, airlines, banks and other companies.

Aklan Gov. Carlito Marquez said in an earlier interview that the project is in preparation for the entry of more tourists on Boracay Island targeted to reach 1 million annually by 2013. He said the project would also generate jobs for Aklanons.

The Aklan provincial government last December signed an agreement with the Local Government Unit Guarantee Corp. and the Philippine National Bank Trust Banking Corp. which will undertake the bond flotation to raise P260 million for the first phase of the project, which involves the reclamation of areas in Caticlan and Boracay. The succeeding phases of the project will cost around P785 million.

The Philippine Reclamation Authority approved the project in November last year. The Department of Environment and Natural Resources also granted an environmental certificate of compliance to the project on April 27.

But the BFI said in its resolution that the provincial government failed to consult extensively with stakeholders.

The group cited separate resolutions of the Malay municipal council and the Caticlan barangay council opposing the then application for a foreshore lease of areas along the Caticlan coastline.

In its resolution passed on July 22, 2009, the Malay municipal council said the reclamation project covers the prime coastline of Malay.

The BFI said the reclamation would shorten the channel between Caticlan and Boracay and might have significant effects on the force and direction of the current.


Aklanons look forward to PGMA gracing formal opening of
Aklan’s new airport terminal building

KALIBO, Aklan, June 8 (PNA) – President Gloria Macapagal-Arroyo was invited to grace the opening of P10 million new terminal building at the Kalibo International Airport (KIA), one of her legacy projects in the province.
Engr. Victory Fernandez, provincial engineers office (PEO) chief, said that Aklan Rep. Florencio Miraflores took charge of inviting President Arroyo to be part of the activity.
"Everyone knows that the airport project was a promise of President Arroyo to the province so we deemed it right that she should be invited to grace the formal opening," said Fernandez.
The new terminal building hopes to decongest passengers utilizing the old terminal building.
The KIA now receives direct flights coming from China, Korea and Taiwan as well as domestic flights.
According to Civil Aviation Authority of the Philippines Kalibo chief Engr. Percy Malonesio, the Department of Transportation and Communications (DOTC) had already delivered equipment needed for the operation of the airport that started last week.
The new terminal building will be used for international passengers while the old will still be utilized for domestic passengers. (PNA)

Greetings of Love and Peace!

I am Dr. Mary Jean Alag-Gelito, Officer-in-Charge of Ibajay District Hospital. I am writing to you in behalf of Ibajay District Hospital and as an Ibayhanon who would like to see progress and development in our hometown Ibajay. As you may notice in your visit to Aklan, the physical structures of Ibajay District Hospital is dilapidated and needs major repair. The building has been around for more than 30 years and being a government hospital with meager budget the repair was long overdue.

Our roofs were all rusty and some were dripping during heavy rains with some of the gutters falling especially after the devastation of Typhoon Frank last 2008. Some of the ceilings were also about to fall down posing danger to the hospital clients. Some walls were infested by termites and need to be replaced. The beds and mattress were old and worn out, too. In short, the Ibajay District Hospital needs a total make-over.

We have started on this make-over on some areas in the hospital through the help of benevolent private individuals, Ibayhanon and Aklanon associations abroad. With their support, we were able to renovate the following rooms: Casa Prima Room by Ms. Carmelina Tumbokon, Casa Razon Room by Atty. Mauino Haresco, St. Claire Room by Architect Jose & Dr. Leodith Sallador, Private A Room by Ibayhanon of Eastern USA, Villa Florencia Room by Mrs. Florencia “Dading” Solano, Isolation Ward by Mrs. Marlyn Tumbokon, and Pediatrics Ward by the Aklanon Sto. Niňo Association of British Columbia, Vancouver, Canada.

However, there are still much to be done. We are waiting for the repair of our roofs and ceilings as promised by Governor Carlito S. Marquez and the construction of the two-storey building as pledged by Congressman Joeben T. Miraflores through the assistance from the Department of Health and foreign donors.

Currently, we are also working for the upgrading of the hospital from primary (Level I) to secondary (Level II) so that we can do surgical operations here and deliver better quality health services to all Aklanons. We are hoping to expand from a 25-bed to 50-bed capacity hospital in 5 years time.

We are continuously working to improve the quality of health services. At present, the Ibajay District Hospital has 9 doctors – 1 OB-Gyne Specialist, 1 Anesthesiologist, 1 Internist, 1 Family Medicine Specialist, and 5 General Practitioners. Last year, the Ibajay District Hospital, through the Provincial Government and the Economic Enterprise Development Department (EEDD) Unit was able to hire visiting consultants in the field of Surgery and Anesthesiology. From July to December 2009, we were able to do Bilateral Tubal Ligation and Minor Surgeries.

Our laboratory currently has 2 medical technologists. It is open 7 days a week. It is currently under renovation and relocation to a bigger area hopefully by June. Once this is done we will be applying for a Level II Laboratory where in we can do laboratory examinations which is at par with the Level II hospitals in Kalibo.

Our pharmacy currently has 2 licensed pharmacists. Starting April 2010, we will be extending our pharmacy hours from the previous schedule of 7:00 AM – 8:00 PM to 7:00 AM - 11:00 PM daily.

But there’s a lot of improvements that are needed to be done. In this regard, I am knocking on the kind and generous hearts of Ibayhanons here and abroad to extend your help to the Ibajay District Hospital, the Ibayhanons, and the Aklanons. Aklan to have two airports with international standard

BORACAY ISLAND, Aklan, April 23 (PNA) - The Department of Transportation and Communications (DOTC) has approved the plan of creating two airports with international standard in Aklan to respond to the growing tourism industry in the province.
Aklan Congressman Florencio Miraflores said that the two airports are the Caticlan Airport in Malay, Aklan and the current Kalibo International Airport (KIA).
Earlier, San Miguel Corporation had bought a major stake for the modernization of the Caticlan Airport.
"But as agreed, direct flights coming from different countries will step down in KIA while the Caticlan Airport will only be developed attuned with the international standard," said Miraflores.
These developments, Miraflores said, will enhance the target of the province of achieving a million tourists coming to Boracay in the year 2013. (PNA) scs/PTR/JNA.

In Memory Of Mr. Socrates Dalisay Garcia

After 30 years living in Canada, our Tatay always go home to Aklan every year and stay in Ondoy as long as he can on his retirement years. He was about to leave Toronto at the end of December 2009 but unfortunately he was admitted in emergency room with shortness of breath and weakness at Toronto General Hospital. He passed away peacefully at age 77, more than a month after he was diagnosed with incurable lung cancer. He continued on with a good fight until the end. He leaves behing his wife, Prudencia Garcia (nee` Silva), 9 children, 10 grandchildren, a great grandson and his 4 sisters and 2 brothers. Good bye Tatay.

In this time of sorrow, there are moments from the past that replay in our minds.....
Your children remember, when we were very young, Nanay took us on a 24 hr boat ride to see you in Manila, before you were set to sail off overseas. But because your ship had to leave immediately, we were not able to see you, even though we had traveled so long and so far. It was devastatingly sad and we children went back home broken hearted.

Your children remember when we traveled that same journey a second time luckily were able to spend some time with you before you went off to sea again. Although it was short time only, and so long ago, it was unforgettable to us. You took care of us - played with us in the park, bought us biscuits and candies. We hope you keep that memory with you, as you leave us now.

Your children remember reading the letters and post cards you sent from the various port or country you traveled to. In a way, we felt like we were travelling with you through your words. We remember how you would ask Nanay to write to you because there would be times you would feel lonely at sea.

Your children remember the Christmas season you sent us much needed presents - a school bag, an umbrella, toys, christmas lights and decorations, new shoes. Though these gifts may not have cost much, we accepted them like treasures because they came from you.

Thinking back on memories like these, makes us feel thankful for those happier moments. The binds of our family are strong and we are together here, once again, with you and for you. In remembering the legacy you left behind we accept you for what you were. "We will grieve not, rather find strength in what remains." Paalam Tatay.

RMMF Mission in the Philippines
Monday, January 25, 2010- Medical Mission All Day in Ibajay

Anticipated Rizal-MaCarthur Memorial Foundation Medical Mission (2010)

In a recent correspondence, Dr. Jazmin Parcon-Sandoval, an obstetrician/gynecologist and the co-coordinator of the RMMF medical mission writes:

After Typhoon Ondoy [Ketsana] devastated Manila and neighboring areas, Filipino-Americans in Milwaukee responded overwhelmingly with donations of cash and goods. The Filipino American Association of Wisconsin (FAAWIS) sent 22 boxes filled with canned goods, blankets, clothes, etc. to Manila while the leaders of many organizations decided to channel the cash donation through SOS DRS to benefit the affected families in Marikina, one of the hardest-hit suburbs.

The volunteers of the 2010 medical mission, sponsored by the Rizal-MacArthur Memorial Foundation (RMMF) and the Philippine Medical Association of Wisconsin (PMAW), hope to see first-hand the rehabilitation efforts done in Marikina. This type of follow-up was done in Guimaras Province when Milwaukee, in 2006, responded to the call of the fishermen and their families affected by the oil spill on their shores. A Medical Team visited Guimaras after relief donations were sent and conducted a Medical Mission on the island of Panobolon and two other venues. The island province was also the site of a surgical/medical mission in 2000.

As of 12/10/09 here is the anticipated itinerary of the 2010 RMMF medical/surgical mission:

NEWS FROM AKLAN STATE UNIVERSITY (ASU-CHARRM)

Recently, the Aklan State University-Ibajay campus formerly known as Aklan State University-School of Rural Resource Development and Management (asu-srrdm), has been renamed ASU-College of Hospitality and Rural Resource Management (ASU-CHARRM). The renaming was approved by the University Board of Regents in December 2008. This renaming is an upgrading of the school into a college brought about by the increased curricular programs of the ASU-Ibajay campus.

In December 15-19, 2008, the new ASU-CHARRM celebrated its college week also dubbed as CHARRM week with Cong. Florencio T. Miraflores as the guest speaker. Program of Activities included the following:

Congratulations to Ibajay.Com. through this site some of my ibajaynon friends and former students are able to get in touch with me.

Here's latest from Aklan State University-Ibajay campus.

This First Semester, SY 2008-09 which opens in June, the ASU-School of Rural Resource Development and Management (ASU-SRRDM), known as ASU-Ibajay, offers new curricular program, the BS in Environmental Science. It was proposed to answer the need of the times, to cater to the reuired need for Environmental Science professionals of all resorts establishments in the famous Boracay Island and likewise by some government offices or institutions. The school is wanting some generous sponsors to offer Scholarships to poor but deserving students to pursue Environmental Science studies. LIkewise, the school also calls for some high school students to pursue similar studies and become experts in the protection, preservation of the natural resources of Aklan but also become advocates of Environmental Protection and Management not only in the local scene but in the whole world as well.
Meanwhile, the Congressman Joeben Miraflores, the lone congressman of Aklan has offered scholarships to poor but deserving students who desire to pursue Agriculture course. Agriculture is the major curricular program of ASU-Ibajay long before it become a university. However, Agriculture as a course has become the least-like course in the school. It was left behind by the more popular course, the Hotel Restaurant Management, Computer Science and Education.

Hence the school is still in need of more Sponsors for scholarship for poor but deserving students to pursue Agriculture. Agriculture and Environmental Science. The country and in fact the whole world is in need of lovers of plants and animals and nature in general. It is the preservation, protection and production of nature's great resource, which are the strong hold of man towards genuine human development.

At present, the ASU-SRRDM offers BS in Agriculture, BS in Education, BS in Hotel and Restaurant Management, BS in Computer Science, BS in Tourism and in its First year of offering now, the BS in Environmental Science. Among all these courses, the highest enrollees is in the BS in Hotel and Restaurant Management. The school also hopes that some benefactors would be available to offer also employment to the school's graduates in Hotel and Restaurant Management.

With the leadership of the present Executive Director, Prof. Theodore R. Rowan, the support of its Academic Dean, Dr. Marivel S. Villorente, together with its general faculty and staff, the ASU-SRRDM is gearing towards the university's vision to become Pillar of Excellence towards Sustainable development.

Sympathy with the Victims of Typhoon Frank

On behalf of Ibajaynons all over the world we express our utmost sympathy with the victims, their families, and loved ones, of the horrific consequences of Typhoon Frank in Ibajay and Aklan.

There is a beautiful poem from a Persian poet, Saadi gracing the entrance to the Hall of Nations of the UN building in New York that says:

Human beings are members of a whole,

In creation of one essence and soul.

If one member is afflicted with pain,

Other members uneasy will remain.

If you have no sympathy for human pain,

The name of human you cannot retain.

The Ibajay public market was burn.

All the stores from main entrance to the other entrance by the highway, as well as those stores inside the market behind these said stores allegedly were all burn. The fire started from one of the stores inside the market close to the main entrance. Stores north of the entrance were not affected because the wind was blowing from the north. Fire came from a faulty electrical wirings.

This happens at about 11:00 PM tonight Philippine Time (11:00 AM EST today).

This coming January 21-27, 2008, the Municipality of Ibajay will once again hold its annual religious and municipal fiesta. This is a celebration that is most anticipated by Ibayjanons, visitors and tourists because of its uniqueness.

For this, many events are lined-up to make it meaningful and colorful. One of the events is the 1st Mayor Ma. Lourdes M. Miraflores Cup 2008 featuring different sports competitions like basketball, badminton, boxing and chess. The Municipal Sports Development Council will sponsor these competitions which will start on December 28, 2007.

Holding sports competitions requires expenses which the MSDC cannot resolve. For this reason, we are soliciting financial support from you as sponsor of the competitions in the amount of FIVE THOUSAND PESOS (PhP 5,000.00) PESOS for we believe that with your assistance we can successfully hold these competitions. The help that you may extend shall be properly acknowledged through streamers that we will display in the Ibajay Sports Complex.
